Jurisdictions everywhere in the country talk about “corridor improvement” — but when asked what that actually means, the answers are usually nebulous. Taking a more fine-grained look at this idea of “improvement” is critical to tackling corridors, especially in light of the fact that in the past, too often, improvement has meant getting rid of everything and everyone that is on a corridor right now and replacing them with something else, something new, something from somewhere else. Displacement does not mean improvement for long-time residents and long-time businesses in a district.
